Eh...the race builder is not well designed mechanically at all. Still...I'll give it a shot:
Type: Humanoid (0 rp)
Size: Small (0 rp)
Speed: Normal (0 rp)
Ability Scores: +2 Str, +2 Con, -2 Int (Specialized, 1 rp)*
Language: Start with Abyssal and Polyglot (Call it Standard, since Polyglot basically is Common where they are. 0rp)
Defensive: Natural Armor (2 rp), Improved Natural Armor - total +2 (1 rp)
Feat and Skill Traits: Sneaky - +4 Stealth (5 rp), Static Bonus Feat - Throw Anything (2 rp),
Magic Traits: Spell-Like Ability, Lesser - Haste, but only for three rounds a day, self only, and staggered for one round afterward (2 rp, technically, but with all the restrictions, I'd call it 1 rp),
Movement Traits: Climb - 20 ft (Should have 30, but doesn't seem to be a way to get that. 2 rp),
Offensive: Bite - 1d3 damage (2 rp),
Senses: Darkvision 60 ft (1 rp), Low Light Vision (1 rp), Scent (4 rp),
Total: 22 rp, more if you want the actual stat mods. You can drop that a bunch by dropping Scent and lwering Sneaky to a +2 Skill Bonus (that'd make them 15 rp) and even more by dropping the Natural Armor (which'd leave them at 12).
*Note: their actual scores are much higher than this, with +2 more to Str, Dex, Con, and Wis, but a PC version being toned down from that seems reasonable.
