We were dealing with this the other day and as far as we could see it works. If the Collapsed Ceiling card comes up, you can Augury to either shuffle your deck or Augury for Barriers and put it on the bottom.
Is there an official interpretation of this situation?

I should say, I think that even when you play Augury, what he is saying is you get to examine the next 2 cards behind collapsed ceiling. But that collapsed ceiling never gets shuffled back in, in agreement with Vic posted earlier in the same thread.

The Skull & Shackles Rulebook will have a section that goes something like this:
Faceup Cards
Sometimes a card is left faceup on the top of the location deck (for example, most barriers with the Task trait). The card is still in the deck, but it can only be shuffled into the deck when the condition that caused to be left faceup on the deck has been resolved. If multiple cards are left faceup on the same deck, you may place them in any order. If such a card tells you that you must encounter it on your first exploration on a turn, after that exploration, you may ignore it for the purpose of additional explorations that turn, but it still counts as the top card of the deck for any other purpose.
(This is still in development, and the wording is subject to change, but that's the intent.)
