What does this blessing really do?

When playing lightning touch by Ezren, does it give out 2 additional d12s or not? If not, then what type of spells can it be used on. It can't be possible that the effect would be for recharging because there's already Desna for that.

If a spell is cast during the CHECK, by anyone, the check gets two dice added. So, yes, for Ezren's check casting an Arcane spell he would get +2d12. Remember that only spells that affect the check can be played during a check.
