A lot. ;-)
I don't recall a similar item in the published materials (the first step for pricin magic items is always comaring them with existing material), so you should look the different crafting options:
I suppose we are speaking of a item using a body slot, neck or headband usually.
Some way to price it:
a) 1 charge command word 1.800*SL*CL*1/5, so 1.800*8*15/5= 43.200
b) Constant, 24 hour duration spell 2.000*SL*CL/2=240.000
c) By its effects: +8 resistance bonus on saving throws against all mind-affecting spells and effects and total protection from divination.
* The +8 save bonus would be 64.000 gp, reduced to 1/4 by the relatively narrow range of effects against which it protect you = 16.000 gp
* the protection against divinations is at leas equivalent to a permanent form of non detection. 2.000*3*5/1.5= 20.000.
total 36.000
Comparing the results, B) is too high. c) too low. for me even A) is too low, but in the acceptable range. If I was the GP I would round up at 50.000 (for comparison a +5 cloak of resistance is 25.000 gp, so this price is acceptable only because they don't stack).
After saying all the above, ask your GM. It is a custom magic item and custom items creation and price is GM territory.

Ring of Mental Fortitude in 3.5 DMG 2 cost 110000. It gave continuous Mind Blank, which was superior in 3.5 (mind affecting immunity, not +8 on saves).
Diego Rossi, in your example b) you forgot this little thing: "If the spell has a 24-hour duration or greater, divide the cost in half."
Keep in mind that 1/day mind blank can be dispelled (and at those levels where you have it, greater dispelling is probably an opener in the fight).

You are right, it was in the formula, but I forgot to do it. So amended to:
b) Constant, 24 hour duration spell 2.000*SL*CL/2=120.000
A big difference with the 3.5 version of the spell is that now it give only a bonus to the saves, and a resistance bonus too, so you can't get the Mind blank bonus and a cloak bonus at the same time.
C) too should be amended. I had forgot about the Amulet of proof against detection and location, 35,000 gp. It require the caster of a divination spell to make a caster level check against a DC of 19 to cast a divination spell on you.
A item giving Mind blank is at least twice more powerful (actually a bit more), and that usually mean a increase in price by x4.
c) By its effects: +8 resistance bonus on saving throws against all mind-affecting spells and effects and total protection from divination.
* The +8 save bonus would be 64.000 gp, reduced to 1/4 by the relatively narrow range of effects against which it protect you = 16.000 gp
* the protection against divinations is at leas equivalent to a double strength Amulet of proof against detection and location, so between 70.000 and 140.000, let's take a middle way position and say 105.000.
Total, 121.000
- * -
With the above in mind, 120.000 seem the right price for a constant version.
I don't know if it is reasonable to have a 1/use day version that cost less. Remember, if the item cast the spell, you don't need to wear the item afterward. So with a item casting spells with a 24 hours duration it is like having a no slot item.
That is an increase in price by x2. so option a) would be 86.400.
Having the spell dispelled isn't so common, on the other hand being capable to pass the item to another character and giving him immediately the bonuses is an advantage.
1 use/day item could be priced at 90.000 and constant at 120.000?
As usual, pricing magic items is a art, and hearing other people opinions and corrections is important.

How does the bolded part equate to a '1 charge daily' item?

I was trying to compare the two possible version of the item against the prices but I wasn't clear in what I wrote, it should have been:
"the 1/day version of the item incur the risk of having the spell dispelled, but that isn't so common, on the hand the constant item allow you to give it to another person with the other person benefiting immediately from its bonuses, that is an advantage for the constant item.So it could be reasonable to price the 1 use/day item at 90.000 gp and the constant item at 120.000 gp."

So how much should a daily Mink Blank cost. One charge daily.
If you are a spontaneus arcane caster, like sorcerer, 8000 gold.
Which is the cost of
Mnemonic Vestment
and
8th level scroll.
Note that everyone with enough UMD can emulate being a Sorcerer. In my last campaign, our Ninja did so for his Vanishing trick.

Thanks for the input everyone.
I'm saddened that the spell was majorly nerfed, at least in my opinion. Doesnt seem like an 8th level spell to me anymore.
The protection against divinations spell alone is worth it for me.
For the protection against domination there are the resonance power of the pathfinder+clear spindle ioun stone combo [protection against "any spells or effects that possess or exercise mental control over the creature (including enchantment [charm] effects and enchantment [compulsion] effects, such as charm person, command, and dominate person.", see protection from evil] or the Mind buttressing armor
Mind Buttressing
Price +2 bonus
Aura faint abjuration CL 12th Weight —Mind buttressing armor grants the wearer a +2 resistance bonus on Will saves and renders her immune to possession and mental control (including charm and compulsion effects like command and charm person). If it’s donned by a creature already under the influence of such an effect, the creature immediately receives another saving throw (if one was allowed to begin with) against the spell or effect. If the check is successful, the effects are suppressed until the creature removes the armor, after which they resume. This ability can be applied only to medium or heavy armor.]
both too cheap by far for my tastes.

The spell did deserve to be nerfed, it just nullified too many things for too long of a duration. Way too powerful in 3.5.
However, the Pathfinder version is so much weaker that I would have probably lowered it to a 7th level spell as part of the nerf. I agree it feels a bit weak now to be 8th level.

But you're also expending an 8th level slot. To provide that will cost 64,000gp (but that's non-slot.)
Thus we get a total cost of 83,000gp for a non-slot item, I can't convince myself one way or another on a slotted item price.

A pearl of power don't work for a spontaneous caster and the vestment only work for spontaneous casters.
To get a 8th level slots for a spontaneous caster you need a level 8 runestone of power, and that cost 128,000 gp.
