I have a question about building location decks.
I typically play 2 player and when we build location decks, we count up all of the card types on all four locations, draw them randomly and insert the villains and henchmen. Then we shuffle all 40 cards and deal them out to the locations so they have 10 random cards each.
Is this the correct process as laid out in the rules, or is each location supposed to be built up of exactly what it's location card says?

Yup.
Create each location one at a time, and insert a random villain or henchman into each one. Don't mix them up.
