My players and I have a card system that adds some additional fun (we think) to the game.
One of my players played a "magic item" card and I gave her a token that can be a black bear for 10 minutes per day (max health). Based on previous actions and a pawn of the gods card.
My question is: I'd like to find a way to scale this item in some way. Is my only real option a3.5 weapon of legacy? I do think there should be investment but I just don't know where to start.
Any ideas on how to scale the bear?

Every few levels the black bear gets either a template or a static bonus. 2 levels from now, Simple: Advanced; 2 more levels, a fear aura based on HD; 2 more levels, Simple: Giant; etc.
What do you want the black bear to do, and how do you want it to get there? Decide that then invent a cool way of advancing it. Suggestions include taking the token to a variety of eldritch/divine sites; exposing the device to arcane events; bathing it in special materials; scribing new, unique runes on it; joining it with other magic items.

Ya I can see either way. I guess i hadnt considered that 10 minutes per day isnt broken really (especially since she is a halfling archeologist bard that uses a scorpion whip and chakram).
Do you think a feat or some other investment to allow multiple uses/day or to break up the 10 minutes into increments of a minute is fair?
The point is that she was given the item by one of my goddesses for her reverence (also of course the gods need help with something) and I want it to be the kind of magic item that isnt later sold for something else but is viable as an identifying feature of the character.

Well, you can make the item only work for her. It's just a shiny trinket with a cool story in anyone else's hands.
+1 on the animal companion stats idea. It's really not too overpowered for 10 minutes a day, especially if the player doesn't seem to really be powergaming (based on the build you mentioned).
