Needing Clarification on First Steps Characters

How guys!

Quick questions, First Steps series is meant to be played with new characters, yes? What if I have a character that is still level 1 but say has 2XP already- can I still play him in one of the scenarios? Say, In Service to Lore?

Yes. The limitation is "level 1"; if it had to be played by new characters it would say so. (I think MotFF does say so? Or did in the past? Something.)

But you should note that only First Steps Part 1 is still legal. Parts 2 & 3 are retired.
