With the release of the Carrion Crown AP as playable in PFS, it is now possible to advance a character from 1-18 in PFS only by playing these 3 APs. The APs are 'Reign of Winter', 'Carrion Crown', and 'Rise of the Runelords'. Below is a general list of the order of play. There are a couple of places where the order can be swapped, due to overlapping level ranges.
As far as I can tell, these are the only 3 APs that can be combined in this way currently. Reign of Winter is the only AP with a 1-2 mod, so it is required. All of the rest of the combinations I came up with had major overlaps in the 11-13 range. Rise of the Runelords is the only AP that does not have an 11-13 mod.
01 - Reign of Winter #1 (1-2)
02 - Carrion Crown #1 (2-4)
03 - Rise of the Rune Lords #1 (3-5)
04 - RotRL #2 (4-6)
05 - RoW #2 (5-7)
06 - CC #2 (6-8)
07 - CC #3 (7-9)
08 - RoW #3 (8-10)
09 - RotR #3 (8-10)
10 - CC #4 (9-11)
11 - RoW #4 (11-13)
12 - CC #5 (11-13)
13 - RotR #4 (12-14)
14 - RoW #5 (13-15)
15 - CC #6 (13-15)
16 - RotR #5 (14-16)
17 - RoW #6 (15-17)
18 - RotR #6 (16-18)

You could intersperse this character's post 12 career with Siege of the Diamond City, the new Gencon special (presumably), and cap it with Race for the Runecarved key -- each of these being worth 1 XP a piece -- and finish at level 20.
Although I don't really know why you'd want to. It's not like you can play anything at that level anyway.

But you'd have a level 20 PFS PC. That in itself is worth the effort for many.
