Feats and spells that work with Evolutions are all written to apply only to the Eidolon. Can these be used on a Summoner who has evolutions through his "Aspect" ability or on an Evolved Familiar?

On the Summoner - no, but I'm not sure on the Evolved Familiar.
No. Evolutions are normally spent on an eidolon, yes. Aspect lets you steal some evolutions from your eidolon for evolutions. It does not make you a valid target for evolution surge. The same is true for an evolved familiar. It does not make it an eidolon either.
