I emailed the British prime minister a while back that Britain needed to invest in the growth of a billion population city in the Sahara. Apparently that isnt in britain's interest because it would sit on water supply that could supply Europe. If you consider Europe to be planning to control Mediterranean sea and the north African zone, then the objection seems to match the strategic plan. Unfortunately helping Africa become a first-world superstate gives Europeans nightmares.
Which would you prefer? A city in north africa's inhospitable Sahara For a billion Africans or the plunder of Africa?

This is randomly insane even for you, and thats saying something.
Why the hell would we build a massive city in the middle of the Sahara? That is going to be nightmare in energy efficiency, and will only worsen condition in Africa. Look at the brewing water crisis in the southwest, or consider the fact that the Sahara has been steadily eating at the Sahel region for the last century if not longer.
So the only POSSIBLE explanation for not wanting to move virtually the entire continent of africas population into one mega city in order to... something..... is that the sahara desert secretly has a water supply, and europe is secretly in a drought, and that instead of desalinating salt water (or i don't know.. digging wells) europe is going to pipe sahara desert water into europe.
