How to Houserule Mythic Artifacts creation ?

Hi guys, I need your suggestions on how to houserule crafting artifacts.
I'm about to start a mythic campaign as a DM.
My players will start at 1st tier.
In many adventure paths there are mythic artifacts like special keys, objects and so on.
Every player, as descripted in Mythic Adventures, can select a Legendary Item as one of their powers.
But apart from legendary items, how can I include artifacts as items that can be crafted by players and npc ?
Which ones should be the prerequisites ?
Could only mythic creatures be able to craft artifacts or even "normal" people?
I need your suggestions.

Mythic artifacts are usually not made, they come with a story associated with them that made them mythic in the first place. Usually the mythic legendary artifacts are literally just regular magical items which end up become more powerful because a hero legend associated with it. Legendary item path ability even has the right idea, you start with a moderately powerful item as you gain more mythic rank, you make the item more powerful with path abilities until it become a major artifact in its own right.

You could treat all artifacts as just another thing crafted by people but frankly I think that cheapen their values by a lot.

Mythic magical items can be crafted, mythic artifacts on the other hand, I would never allow it unless they were crafted by a powerful npc like a demigod or a god even.

Like the Sunstone that was a normal transparent rock that was exposed to direct sunlight every day for a year. It emits true sunlight and must be handled with a special glove. They usually occur on the highest mountain tops, above the clouds. The point is, there is no set price and you can't craft one. You could set one in the platinum alloy pommel of a sword.


Eh, artifacts are iffy. I would generally consider that that would be something that a character would craft after retirement, or maybe as a VERY elaborate quest.

Now, for plain old "mythic items", there are a bunch of them that already exist. But if you want an "artifact", I tend to think it should follow different rules.
