Found here. "When you deliver the spell, you receive a negative level for the duration of the spell, and the other target receives a +1 insight bonus to her caster level and a +1 insight bonus to the save DCs of all of her spells."
Despite the name, this is actually a great little buff for evil characters. You need a cohort, slave, or semi-willing victim who can cast 3rd level spells... that's a bit tricky, but it shouldn't be a serious problem for high level characters. If you're the 12th level high priestess of the evil cult, and the adventurers are breaking into your lair, of course you'll have one of your 5th level assistants cast this... you get +1 CL and +1 DCs on everything you cast, and him getting a single negative level isn't going to affect the outcome of the fight much. Seriously, he should be glad you don't use him for Death Knell. Although for best effects, you should get a casting of this AND also kill someone for Death Knell... the effects stack, so you get CL +2!

I'd even consider making a wand at cl 11 or 17 to an even greater boost. +3 cl and +3 to DCs? Thank you very much!
Costs could be an issue. Also, you'll need someone with a high UMD (and at least 4th level, so he survives the negative levels) to use the wand.
I supposed you could argue that the negative levels are like a component -- they could be "spent" when the wand is created, not when it's used? I wouldn't agree with that, myself. The spell's intent is for one of two "partners" to eat the negative level while the other gets the benefits. And in game-tactical terms, there's a pretty huge difference between "someone in the party must take a negative level *now*" and "some other person somewhere else some other time took a negative level". And honestly, just putting this in a wand is pretty powerful already... it means anyone who makes a UMD check can give you the bonus. That's pretty sweet.

1) I didn't mean to imply that the negative levels is 'paid' at another time. The user of a wand is definately going to eat those 6 negative levels (for a cl 17 wand).
2) It is quite expensive, yes. Maybe it is worth it, maybe not.
3) UMD is uneccessary if we got a cleric or witch to use the wand.
4) And we are making an evil character, right? Why should we be interested in them surviving it? Have the lvl-1 followers use it, and replace them afterwards ;-)
