I certainly is strange, when they came over from 3.5 they went out of their way to redo all the things that let you just flat out replace your stats to avoid this situation, but they put it back in for the summoner. Seems like a bad idea to me, but no there is nothing stopping dumping the physical stats and being old as can be.
However the customer will be in big trouble if anyone manages to get rid of that armor of his.

Why wouldn't normal age penalties carry on to the Eidolon?

There is a difference.
As written, aging effects is not a penalty, it is an actual decrease in your physical ability scores. (I know Age Resistance treats it as a penalty, but that can harly be seen as a errata to the core rules).
So being older simply changes your own ability scores. When you fuse yourselves, you ignore your own physical scores, and use the Eidolon's.
Poison, disease and magical aging, are ongoing effects/conditions, which specific affects both eidolon and summoner.
