operating a firearm while wearing cesti (or just one cestus)

Rules Questions

I have a player whose level 1 gunlslinger character wields a firearm (blunderbuss) and wears cesti. The player wants his PC to fire his gun and then wade in with his cesti to pulverize the bad guys.

Here's the drawback of the cestus
"When using a cestus, your fingers are mostly exposed, allowing you to wield or carry items in that hand, but the constriction of the weapon at your knuckles gives you a –2 penalty on all precision-based tasks involving that hand (such as opening locks)."

I'm thinking that, if you wanted to load a black powder weapon, wearing a pair of cesti would be a real pain. I'd argue that reloading a black powder weapon is something of a precision-based task.
As a penalty, my initial thought would be slow down the reload time by at least one increment.

I think that, if a PC wears a cestus in his primary hand and wants to reload, the PC will suffer a reloading speed penalty.

If the PC only wears a cestus in his off-hand (likely used to brace/hold the weapon while reloading), I would not apply any penalty to the rate of reloading.

Any thoughts?

You're getting into house-rule territory. I think that if reloading required a check of some kind for some reason, then I'd apply the -2 penalty on that check, but until dice get involved in reloading, I'd leave it alone.
