This isn't very complete anymore, but it's a good place to start. There are a lot of traits that will give you a +1 Perception.
As for data packs for Hero Lab, get Ultimate Campaign if you want more traits - there were a ton of them in there, including some straightforward generic +1 to a skill and it's a class skill traits. (Seeker is a social trait from UC that does this for Perception.)
Deadeye increases sight based perceptions by 2, but doesn't make it in class... but you get a cool one eye thing going on! That sees better than those poor souls with 2 eyes.

I am building a rogue and I am looking for a trait that will increase my perception skill. I'm using HeroLab and can't seem to find any. Is there a another add on I need to buy? Or is there a basic one that will help?

Eyes and Ears of the City is likely ideal for you.
Also, consider a one level dip in Witch - you get a familiar which includes the Alertness feat and some other small bonus... then grab the Fortune and Cackle hexes along with a handful of minor useful spells for a nice 'hedge wizard' feel. Something like 'I learned this from my grandmother...'.
