What is the ethnic connection between the peoples of Jistka and the Ancient Osiriani?
Are they two branches of the same proto-society? Are they two separate ethnicites?
What would be the best analogy?
Jistka : Ancient Osiriani :: Varisia : Ustalov
Jistka : Ancient Osiriani :: Sarkoris : Mammoth Lords
Jistka : Ancient Osiriani :: Issia : Brevoy
Or are they completely unrelated?
Jistka : Ancient Osiriani :: Qadira : Taldor

I think they're both Garundi, but that may be along the lines of (Jistka Garundi-Osiriani Garundi = (modern Taldan-Chelaxian) in terms of what they were at that point. Osirion was definitely Garundi at least.
Didn't the descendants of Jistka eventually become Lirgen and the other places that used to be where the Sodden Lands are now?

The migration map in Humans of Golarion does seem to suggest that the people of Lirgen/the Sodden Lands did migrate from the Jistka region.
It also suggests that the Garundi emerged in western Osirion/eastern Thuvia, though they presumably split into separate proto-nations during the Age of Darkness, given that Jistka emerged not long after the end of that period.

Why do people think ethnicity are limited to one nation? The Garundi are the dominate ethnic group of that continent. They are not merely limited to Osiriani, but all nations that came to be in that area.
Correct.
If you're unsure what ethnicity a randomly chosen region on mainalnd Garund is... chances are very good that the ethnicity is Garundi.
