This ability functions like the druid animal companion ability (which is part of the nature bond class feature), but the falconer must take the bird animal companion, and that companion has only half the normal hit points.

Half-Elf Oracle Dual Cursed of Wind (Tongues and Haunted [wind]). Besmara is your god of choice.
Level up haunted. For roleplaying the combo works well - only being able to speak auran and having winds blowing around you (haunted) is pretty 'blessed/cursed by wind'.
Trait : Magical Linage (spiritual weapon) - for eventual attacks that trip and on 18+ stagger.
Revelations: 1: Lightening Breath, 3. Vortex Spells, 5. Fortune, 7. Thunderburst, 11. Air Barrier
Feats: 1: Misfortune, 3. Extra Revelation (Lightening Breath), 5. Toppling Spell, 7. Extra Revelation (Thunderburst), 9. Ability Focus (Lightening Breath), 11. Destructive Dispel,
Use elf racial to up lightining breath (available as half elf).
Misfortune every round
Pop out a spiritual weapon and then line up for your
At 4th = 3x DC (13+chr) 6d4 : 30ft lines.
Rest of your spells are free for whatever. Your misfortune/spiritual weapons/lightning and thunder bursts are for debuffing/target damage + trip and stagger/blasting. 3 (4 if you count trip separate) actions a round isn't bad.
Blasting is weaker at times but this is a great way to blast from low level that scales (and saves your limited spells known). Can always grab more 'extra revelation' feats if want. Will see you through to the high level blaster spells oracle ....eventually gets without any SR issues.
Elf (so half-elf), Aasimar, Sylph can all up any revelation.

As "Rocs taken as animal companions by druids or rangers are typically newly hatched birds" - rocs are birds, and it specifies any type of large hunting or scavenging bird (even a vulture) and vultures have their own entry in bestiary 3 thus not coming under "the bird" animal companion and they are feathered and a bird of prey... pretty questionable to prioritise one sentence (due to a/the) over 3 others.

You want broken at 3rd level? Here's a nasty combination that matures early:
Human Multiclass Controller (not a weapon user, but good defenses). You inflict little HP damage, but you shut down foes and boost your allies.
1 level Oracle of Heavens Dual Cursed Oracle, 1 level cleric , 1 level Sylvan Wild-blooded Sorcerer. High Charisma. You must worship one of a select few deities, possibly Sun Wukong, Dispater, or Abadar. Any alignment is possible. Archdevil Dispater is most effective, but there are others less objectionable.
Revelation: Misfortune (oracle-1), Awesome Display (from Extra Revelation feat)
Feats: Selective Channeling[1st], Boon Companion, Extra Revelation (Awesome Display)Special Abilities:
Variant Negative Channeling 30' area effect mass daze & damage effect. Available in variations to deities with portfolios Ale/Wine, Rulership, Cities, and several others. High DC and many uses each day. At 5th level Quick Channel will allow channeling as a Move action.Color Spray spell, cast as a Sorcerer, is exceptionally effective as a result of Awesome Display revelation and CHA 20. In the same vein as as a straight fighter and barbarian: a straight fey sorcerer is beastly at low levels. You sleep is so powerful that GM's pretty much have to run enemies who are immune to it from levels 1-3 (you must talk to/warn your GM about the sleep DC at level 1 especially). Higher than that and bosses/subs will be immune, but mooks not so much. Compulsions are a great mix of SoS/D and role play madness at higher levels too.
The build branches out to conjuration for control and summons, but it really could branch out into almost anything.

Nope the roc doesnt qualify under. You need the beastmaster archtype. Archery is fine if you want to be just another ar her ranger on a roc but you do d6 without gravity bow and cover will plague you untill ten since you give upnyour sixth level combat stllyle feat.

Falconer doesn't say "take any bird as your animal companion". It says you must take the "Bird animal companion". The "Bird animal companion" is something very clearly defined in the rules, and it does not include Rocs or Giant Vultures.
Even though common sense and fluffs says that the Roc is a bird, "bird" is not an rules trait. Roc's don't have the "bird" subtype or anything like that. So when the rules are talking about the "bird animal companion", they are refering ONLY to that listing under animal companions under druid in the core book.

Giant Vulture(key word giant, because that's what the animal companion in the Beastiary 3 is) wasn't printed when the Falconer Achetype came out. When it refers to "vulture", it is talking about using the "Bird animal companion" to have a normal vulture as an animal companion, just like you can choose a hawk, eagle, or condor (or whatever) instead.

'Nope' is hardly proof.
Improved precise shot is hardly a huge loss (all non-archer rangers cope) and -4 from soft cover is a null issue when your above your opponents!
I think he means that your giant freaking bird provides cover since it's between you and the enemeis you are shooting down at, most of the time.

You want broken at 3rd level?...
Wow, this one is not broken ...
The reason I posted it as a 'broken build' is the complaints it drew in PFS play. The appropriate Venture Lieutenant contacted me and said that no fewer than three different GMs had complained about this character. The complaints were that the character had crushed the BBEG too quickly and easily. The VL performed an audit, determined everything was legal, then invited me to play (up!) at his table. I told him that, even though he'd determined this was a 100% legal build, if he thought it too powerful I would retire the character.
During this (difficult, challenging, and fun) session this PC again performed with distinction, crushing several high CR encounters. The BBEG was the first ever (faced by this PC) to make multiple consecutive save-or-suck saving throws. This PC had defeated about seven consecutive BBEGs, each in the first round of combat. The VL told me this character, while highly effective, was exactly powerful enough for the scenario, and therefore was not broken.
So, I must agree with Legomojo, this build isn't quite broken.

The roc is not classified as a bird animal companion. The roc is a roc animal companion. That is why there are two seperate entries for the roc and bird.
The early acess to imp ps is why archer rangers are so good. It negates miss chances unless you cant see the target. Its the most powerful archer feat in the game.
