Really, just jump right in. I'm GMing my first PbP game currently, and even after 50ish VTT games and 10 live games, it's still a learning experience going through a new medium.
But all you have to do is post a thread in the recruitment forums for players saying what you're running, how often you expect people to post (usually it's once daily, though people tend to post more often than that), and also that it will be for Society play so will need an appropriate character. Then go at it.
How you run maps is up to you. I've seen a Google Drawing doc used with success.
So, basically, you just do it. There's no process you have to go through, no applications to fill out or forms to sign. You become a GM when you decide to GM. =)

The Core Rulebook, The Bestiary, The Pathfinder Primer, and the Guide to Pathfinder Society Organized Play. (The PRD does not count to cover these requirements)

Create your event on Paizo.com for reporting:

Sign-In and go to "GM/Event Coordinator" and then select "Create New Event" at the bottom and then follow the steps to finish creating your event.
After you run your games you will use this event to report your games.
(The same event can be used for every game you run - you do not have to create a new one for each game)
Decide how you will post your games and sign up your players:
You can post your games here on the Paizo forums (hopefully using the template pinned at the top of this forum [TOPIC POST])
You can then have people sign up in the post itself and just take people in order of sign-up. Or, You could also create a Warhorn.net group and sign up users that way as well.
(You can also explore groups like MythWeavers, et cetera)
Make sure you also post your guidelines on how frequently players should post, how dropped players will be handled, et cetera - that way there is no confusion.
I would also suggest running something with simple maps, et cetera, for you first game - specifically something low tier.
After you run your game, make sure and issue players chronicle sheets immediately, and report the results to Paizo using the event you created as soon as you can following the game.
