It states in spell-like abilities that if no caster level is indicated, use the creature's hit dice as the caster level. Brotherhood of the seal gives you arcane lock or hold portal as a spell-like ability, but designates no caster level. You would use the creature's total hit-dice not the class level as the caster level, correct?

Aren't class abilities almost always based off your class levels? (And when they aren't, is it not always clearly stated?)
I'd dare to say that it should be assumed to have a caster level equal to your Brotherhood of the Seal level.

Didn't know what was a PrC. I was just answering in general.
Hmm.
If a character class grants a spell-like ability that is not based on an actual spell, the ability’s effective spell level is equal to the highest-level class spell the character can cast, and is cast at the class level the ability is gained.
That's actually really lame. But doesn't apply to the OP.
However, spell-likes are like spells in all ways except otherwise noted. So I was wrong.
A spell's power often depends on its caster level, which for most spellcasting characters is equal to her class level in the class she's using to cast the spell.
With a monster, class levels do not increase spell-like power. Only racial HD would. Similarly, only class levels increase caster level for spell-likes from that class.
Eh, also kinda lame.
