Can a character wear inappropriately-sized armor (or shields) and, if so, is there a penalty involved?

The rules don't explicitly say that you cannot use wrong-sized armor, but they do imply that armor is sized for certain size-categories. It stands to reason that if you were able to wear wrong-sized armor, there would be some kind of penalty involved. For example, could a Medium character wear a Large-sized chainmail with a penalty to skill checks and dex to AC? It isn't beyond the realm of possibility to imagine a Human draping himself in a Large-sized chainmail. How would this affect shields which are sort of hybrids between weapons and armor? Is it outright impossible to wear/wield a Large Buckler as a Medium character? Can you use it and still treat it as a Buckler? Or would you treat it as a Light Shield? Are there penalties involved similar to inappropriately sized weapons? These questions, in various forms, have been thrown around before, particularly Here but the response was Question Unclear. Would there be any benefit to doing so as well. One would expect that Large Chainmail is thicker and sturdier than Medium Chainmail.
