Do published stat blocks include modifiers for mixed weapon and natural weapon full attacks?

Liberty's Edge

Example published stat block: +24/+19/+14 bastard sword, bite +22, claw +22

Given the rules for -5 to all natural attacks when combined with manufactured weapon in a full attack, does this mean that the above creature would roll the following full attack?

+24/+19+14 bastard sword
+17 bite
+17 claw

Thanks!

Does this creature have the Multiattack feat, which reduces penalties for secondary natural attacks to -2?

edit: In response to the title - the published stats for a creature's full attack should include all permanent modifiers and be ready to run as written.

Just run the stats as written. They usually include permanent modifiers, such as Weapon Focus and secondary attack penalties, but not optional modifiers like Power Attack or Fighting Defensively.

Usually, penalties like this will already be accounted for in the statblock. If you post which statblock you're speaking of, it will be possible to check if it's an error or if it's accurate.

Looks like the creature has Multiattack, which reduces the secondary natural weapon penalty to -2. Thus the bite and claw (which are secondary due to being combined with a weapon) are two lower than the weapon attack.
