In one of my more wackier moments I made a halfling Barbarian named Cheu. Who, as the name suggests, has a habit of biting his opponents in battle.
So a Halfling Barbarian who bites. Is there any way to make this work as a character? Or do I need a different class. Obviously he isn't going to be doing massive damage. Unless I go Druid and start getting magical with his bites using spells.

Hah, sounds fun! You're in luck - there's a rage power called Animal Fury that lends a bite attack. A halfling is definitely doable, since Rage can put you all the way back up to 18 Str - not optimal for a barbarian but not weak by any means.
I think you have two solid options available:
1) Beast Totem
The beast totem line will get you 2 claws, an AC boost, and eventually the holy grail of melee characters: Pounce. Pounce will bring your damage into unignorable range, small or not. (It's great for going from "oh look at that barbarian 60 feet away" to dead in one turn.)
2) Mounted
Being small means you can ride a medium mount, which is a heckuva lot easier to deal with than a horse. Grab one of the archetypes with an animal companion/mount. If you take a wolf, he'll get to bite them, too. (Use a shield, why not.) This will give you bonus damage, help you overcome your low move speed, and give you a flanking buddy in combat.
Remember, if you have only one natural attack, the rule is that you get 1.5xStr on it.
ALTERNATELY: Take a level of sorcerer or bard and go Dragon Disciple. (Just remember you can't cast in rage! Buff before you get mad.)

Wow this worked great. at higher levels. with the claws, power attack and rage he can pump out a lot of damage. And at higher level can take elemental rage power.
at 11th level he is doing bite 1d4+1d6+12,claw 4d6 + 12, that's 1d4 +5d6 +24 damage the first round and 1d4+2d4+24 every round after. Even at lower levels he is pretty dangerous.
