Scaling of Feats

I'd like to see some scaling in Feats, specifically those that give a flat bonus such as +1 or +2. Feats that affect Attack sequences or bonuses would not be applicable (as those are applied all the time already). So I'm saying those that don't see much use should get a bigger bonus to average out.

Acrobatic: +(2 +AdditionalLevelsofClassTaken/5) bonus on Acrobatics and Fly checks. So if you took this at First you could see +4&4 points out of it. It seems a bit cumbersome to track the levels AFTER you got a feat but just using Level seems to deny an accumulation of skill with a feat (not to mention retraining). So sure, Level looks easier, just not as accumulative.

Spell Penetration: +(2 +AdditionalLevelsofArcaneOrDivineClassTaken/10) bonus to caster level checks. So it would be +2@1-10, +3@11-20 if taken at first level. The Arcane or Divine Caster Level of Class Taken is the respective class that the feat was taken with, which would promote Arcane or Divine Caster advancement.
Greater Spell Penetration could just add Arcane or DivineCasterLevel/10 bonus to cast level check (doubling the rate).
