Two weapon fighter Improved Balance and Perfect Balance help!?

so i know IMP BALANCE is -1 to 2WP or one hand wep in offhand as a light wepon"

but PERFECT BALANCE is another -1 2wp AND you can use one hand in off hand as treat as light ??

The first one takes the TWF penaly to -1

The 2nd one gives you the option of taking the penalty down to 0 OR you can wield a one-handed weapon in your offhand, but keep the -1 penalty.

It is actually better to take the penalty down to 0 and not use a one-handed weapon in your off-hand.
