Benefit: You may make Stealth checks in normal or bright light even when observed, but at a -10 penalty.

Normal: You cannot make Stealth checks while observed.

Does this mean player with this feat can also hide while observed also when not in bright light or normal light, for example in dim light ? If so still with - 10 ?

Nope. Normal or Bright Light only.

Agreed. The feat only states normal or bright light, so you cant use it for dim light. Do note that classes like shadowdancer gives hide in plain sight, which let you use stealth while being observed with dim light around. This seems to be the combination youre looking for.

In dim light you can use bluff to create a diversion (feint) anyway and then use stealth. Same is true for darkness or any other condition that gives you concealment, but clear line of sight breaks stealth again.
