- Halflings treat any weapon with Halfling as a martial weapon.
- Rogues are not proficient with most martial weapons.
- Halflings are proficient with Slings. (not sure why it's plural)
So is the Halfling Sling staff considered a SLING or is it considered specifically a Halfling Sling Staff (and not a sling)?

Okay, so a Halfling Sling Staff is not a Sling. A little annoying but thank you for the clear answer.
Not sure why a halfling would choose a regular (1d3) sling over the other weapons available.
A couple of reasons:
Strength bonus:If you have any Strength bonus, you can add your Strength bonus to thrown weapons without additional cost. Composite shortbows are 100gp per strength bonus, and if your Strength dips below the composite bow's rating, you take penalties on the attack roll. Also, if you get a Strength boost, the composite bow won't add additional damage.
Range:
Other non-martial thrown weapons have ranges between 10-20 feet. A sling has a 50 ft range.
Cost, size and weight:
Slings are free and weigh nothing. Sling bullets are cheap, and you can use rocks in a pinch. Slings are easily concealed.
Special feats:
With the Warslinger racial trait, Halflings can fire slings as fast they can fire bows. Other thrown weapons require Quick Draw.
Halfings also have a string of sling-specific feats that are pretty sweet. Arc Slinger lets you add Point Blank damage up to the full 50 ft. Sling flail lets you use the sling as a melee weapon. And others.
Granted, the sling staff is a much better option, but that's the difference between an exotic and a normal weapon.
