When a character is wearing activated Mistmail are they…
1.Considered to be “wearing” armor? Would a monk’s AC bonus from class levels and Wisdom be active or not?
2.If the character is still “wearing” the armor, is/does the character…

Until you take your standard action to activate the Mistmail, your wisdom bonus is not active, nor is your flurry feature.
2.If the character is still “wearing” the armor, is/does the character…

Only if your armor is not yet mist. Once you activate it, the AC bonus goes away. As this point, go mage armor yourself.
--b.Have a maximum Dex bonus to AC limitation?
When it's misting, there are no dex restrictions.
--c.Have an armor check penalty?
Not when it's a mist.
--d.Have to have light armor proficiency to not have the above armor check penalty applied to hit?
When the armor is a mist, it does not encumber your body; this means there would be no ACP to hit for non-proficiency.
--e.Have an arcane spell chance failure percentage?
Not while it's a mist.
It's a standard to activate the mist, and not all places have calm air. Remember you cannot have another suit of armor on. Also, at higher levels, unless you invested boatloads into your AC, a 25% (20% for armor, 5% for nat 1) mis-chance is better than the miss-chance on most characters ACs.
