Have you played tabletop RPGs before?
I suppose whether you have or not, the best place to start is with the Pathfinder Beginner Box. That's about the best way to get new players started in the absence of people with experience.
Finally, every GM started out pretty awful. Regardless of the amount of gaming experience you have, the first time you sit down to run a game, it gets real in a hurry. The only way to really test your potential as a GM is to dive in and run some games.

Are you thinking about a group of friends, or an official high school group.
My guess is that you have a teacher or five who played back in the day. I'm a teacher, and I did. Have of my current game group is made of teachers, and I know a ton more teachers who game.
Have you emailed your local Venture Captain? I bet they know where you can find a talented judge.

Before you start actually getting a group together start familiarizing yourself with the rules and now get to know them front and back. After you feel comfortable test the waters a bit with a solid prebuilt single play session fame (I recommend "We Be Goblins") and then get feedback from the players it will help you know where you need to improve.
I remember when I first started out I was pretty bad but every play session I would talk with players who would be me honest feedback and I never forgot that even to this day I still ask for some when I think a play session didn't go "right" in my mind

Run the prebuilt adventures. Modules are great places to start. Then if you have a good group going, run one of the adventure paths.
For clubs you generally need a teacher sponsor and a room to use, so ask around. I recommend history or english teachers. They tend to be pretty cool about this sorta thing.
If you intend to start the club, you are going to find yourself in the GM position. And thats not bad, figure the stuff out its not too difficult. Check out the SRD, a very handy tool for needing stuff on the fly.
I took over the DnD club at my school when the previous leader graduated. I ran a few homebrew games and did a Star Wars RPG campaign that was pretty fun. All in all its a really cool experience and I wish you luck in your endeavor.
