Racial SLA, are they always HD= Caster level?

This is for the design team in the spirit of their new sticky.

Some Racial SLAs, for say a Gnome, state clearly that caster level is based on character level.

Some say it is based on HD (Assamir, Tiefling)

and some, like the Kitsune Dancing lights ability, make no reference to a caster level at all.

Are these variations intentional?

Or is the base rule SLA caster level always = HD

(i think the answer is yes, but better to update FAQ since this was a question in a home game.)
