If the spell is on your class list you can zap a wand of it without needing to UMD it.
This applies to spells that have been added to your class list through other means, such as an Oracle's bonus spells or a Cleric's domain spells.
Even if you can't cast the spell yet, like a 1st level Cleric using a wand of a 2nd level spell, you still needn't UMD a wand of it.

I don't know if I would rule it like that. Was there a FAQ that said that is the case?

The spell isn't on the Cleric's Spell list, therefore I'd have to say nay. To me it would have to be something that every Cleric can cast.
