1.are Drawbacks(ultamite campain) Legal? I asked a gm recently if they were legal he told they were and that another website said only certains ones were indeed legal.
2. Racial items when can we buy them? I was told as long as I have the book I can buy them. so does that mean racial equipment is always available so long as its legal?

Short answer no.
You can give your character any personality flaws you want but you can't get an extra feat for it.

Varies a bit by item. What do you want? Most things are available, but if a race is banned from the ARG the stuff there isn't allowed either

My example: Can a human buy a Mask of Stony Demeanor that's under the oread's items?
No, but a lot of stuff from the ARG is in Ultimate Equipment, so if you pick that up, you can get access to a lot of the "racial" items.

Actually...
Racial equipment and magic items can be purchased and used by any race as long as the specific item permits it (for example, only halflings can purchase and use solidsmoke pipeweed).
The mast of stony demeanor says nothing in its description about only being usable by Oreads, so it's open to everyone.
If you want to know if something is legal, identify the book it's in, go to the Additional Resources page, and look up the book (ctrl+F is good for this). That will tell you what is and is not legal from that book.
