A question of guilds

Question: Are there guilds in Westcrown? I realize that Westcrown is not known as a city that protects its merchants well, but Chelaxians, in their habits of bureaucracy and accountability, would create them.

So are there merchant guilds in Westcrown? If there are, are they all controlled by the Council?

There should be and the faction guide also puts the Aspis Consortium as based in Cheliax - now they would either be a part of the Council or very interested in destroying it. A good faction background for a very mercenary pc.
