What is the DC to resist the effect?
Book says the item is CL3 as normally crafted, does that make the DC only a 13? Do I get to add my charisma bonus to any of that or...
And can I really use this over and over and over again every round?
The description doesn't mention x times per day so... that seems a bit crazy.

A ring of animal friendship always bears some sort of animal-like design in its craftsmanship. On command, this ring affects an animal as if the wearer had cast charm animal, causing the animal to regard the wearer as a trusted friend.
That highlight is past tense. Does this ring automatically, at will make an animal friendly with a standard action?
DC would be 11 (10+spell level) + wearers Wisdom (as it's based off of the Druid/Ranger's spell list, and both of those classes use wisdom as a casting stat). Charisma check would only come into it if you're trying to convince the animal in question to do something outside of it's bailiwick (like having a big cat not attack a wounded party member or a horse kick its owner).
As for Jubal, my take is you can cast it, but you don't have to. It's on command, so it'd be a standard action that allows a save.
