Your effective bonus to Stealth would go from +40 to +20. So that's a -20 difference actually.
And no for two reasons:
1. Invisibility lists two scenarios: moving and not moving. You would be moving in your scenario, so you get the +20. The spell specifically mentions two scenarios (in different sentences) as independent effects.
If a check is required, a stationary invisible creature has a +40 bonus on its Stealth checks. This bonus is reduced to +20 if the creature is moving.
2. I believe that talent was meant to offset the penalty mentioned in the Stealth Skill, nothing more.

If my rogue has the Fast Stealth Talent and uses a Ring of Invisibility to become, well...invisible, would moving full speed still take -10 off of the invisibility bonus to Stealth?

I know this is several years old now, but I can say with certainty that Fast Stealth only applies to the stealth penalty for moving at full speed.
Fast Stealth's entry is:
This ability allows a rogue to move at full speed using the Stealth skill without penalty.
It makes no mention of the bonus granted by invisibility therefore we must assume it does not since that seems to be the rule of thumb with Paizo. Since there is no errata (to my knowledge) it is clearly something not too many people have considered or brought up, but I imagine if they do put one out it will exclude invisibility from the talent or spell.
Personally, I think some GMs might consider it as rogue can be a bit under-powered (though it is one of my favorite classes after they get Master/Advanced Talents/Tricks). Though keep in mind if the GM allows it for the players he will allow it for enemies as well, scary thought.
