Best way to make a one-hander+shield bashing Holy Vindicator?

Would it be possible to build a decent holy vindicator based out of two weapon fighting with a one-hander and shield, or is that too many hats?

Fighter, Ranger with Cleric? How many spellcasting levels would you have to sacrifice to make it work?

Ranger, gets Shield Master the earliest, with no dex requirements.

You can also two-hand a Heavy Shield for more damage.

If you must two weapon fight, and your other weapon must be a non-shield, then a light weapon, such as a shortsword, gladius, or kukri, wielded in the off-hand is the way to go.

Now, another option is something like the Dwarven Boulder Helmet, which you can use whilst two handing your shield.
