Can elf have trait from Dwarves of Golarion?

Trait (like Blooded) does not specify that one have to be dwarven race (only that you have to be from certain part of golarion). Can member of other race take it? PFS?

No race is restricted by source book.

If it is a Race Trait for Dwarves, an Elf can take it by first taking the Social Trait "Adopted".

If it's a regional/social/faith/religion/combat trait, any race should be able to take it, unless otherwise specified.

Absolutely. That would be a "regional" trait, not a "race" trait. You can't have more than one trait of the same type, so just be sure your second trait isn't a regional trait and you'll be good =).

Also, you don't need to be "born" there. PFS allows you to re-flavor traits. You could have grown up there, traveled there, vacationed there, fled there because you have a fear of fire elementals, whatever. The things set in stone are the region, the type of trait, and the mechanical benefit.
