Splash VS Swarming Morlocks

I did do a search for this and not able to find what I was looking for.

In my group a alchy threw a bomb at one of 2 Morlocks that were in the same square for their swarming ability. One person in the group says per the rules they both take direct damage from the bomb instead of one just taking splash. I can not seem to find a rule saying one way or another. Reading it straight out that it hits a target with splash hitting any creature within 5 feet of target square I would disagree. But I do want to be fair. Thanks in advance.

I would rule that one takes full damage and one takes splash. You are targeting a single creature and everything else in the splash range gets hit with splash damage.

That's what I ended up doing and am leaning towards.
