I am assuming that "taking traits" means the traits you can add to your character in from the APG. That is, in the example they give in the feat description, the human wouldn't gain stone cunning and darkvision and the other traits that a dwarf gets just because they are a dwarf (traits that are automatic and not "taken"). Correct?

No, the human could not gain "racial abilties", they could however gain traits that could only be taken through the "adopted" trait. So no darkvision (unfortunately), since you never "qualify" for it. This can also limit the feats you can take with racial heritage. (For example, if it requires darkvision, you cant take the racial feat).

You could take the Race Traits (ie. Goldsniffer or Tunnel Fighter) through Racial Heritage, along with qualifying for feats, spell and ability effects (ie. Racial Heritage (Elf) renders you immune to Ghoul Paralysis), Racial Archetypes, Racial favored bonuses, etc. By contrast, the Adopted trait only qualifies you for the Race Traits of the adoptive race so Adopted by Dwarves will qualify you for only the Goldsniffer or Tunnel Fighter traits, but not feats such as Ironhide and definitely not racial traits which are attached to the race itself.

What happens to race-specific non-magical items? What would the effect of a Hobgoblin War Draught be on a human with Racial Heritage (Hobgoblin)?
That would fall under the umbrella of "and so on". EVERYTHING that a hobgoblin could make use of (except those that require racial abilities that only the hobgoblin has), a human with Racial Heritage (hobgoblin) is able to make use of. An archetype that requires you to be a hobgoblin? Said human can use. A spell that makes hobgoblins colossal in size and fart rainbow colored sprinkles? Said human can also become colossal and fart rainbow colored sprinkles. They could also gain all the benefits and such from the war draught.

You can take Racial Heritage (half-elf) and pick up the Elven Spirit feat to get certain Elven Racial traits.
There are plenty of other workarounds that will allow you to pick up other racial traits, such as darkvision, scent, or even natural attacks.

You don't even need to take RH(Half-Elf) because if you're a Human with an Elf in your ancestry, that automatically means you also have a Half-Elf and vice versa. Mechanically speaking, a racial prerequisite of Half-Elf translates to requiring you to be Humanoid with both Human and Elf subtypes which Racial Heritage(Elf) provides. Though, I'd probably houserule that a Human with RH(Elf) inherently is far enough from their Elven heritage that they can't qualify for Elven Spirit as though they had already taken the Human Spirit feat.

So for example could one humanoid use it to pick up Steel Soul from the dwarf feat list?
That feat's prerequisites are "Dwarf" (which the feat Racial Heritage (Dwarf) would give you) and "hardy racial trait" (which you do not get from Racial Heritage). If you can find another way to get the Hardy racial trait, then you would qualify for Steel Soul -- but I am not aware of any way for a human or half-human character to do that. Maybe Bastards of Golarion will provide something there?
