If I was to summon a tiny viper into an area of undergrowth, would you consider it reasonable (or legal) to allow it a stealth check straight away?

Allowing it then, of course, to strike without generating an AoO for its lack of reach.

In a home game I would, but as a rule stealth is not an immediate action. On its turn it could stealth as part of the move action. Then it could attack without an AoO in their space.
Although you have to think of how the creature is summoned does it just pop in silently or is it like skyrim a summoning (flashy colored portal around the creature)

Quite so.

The question, I think, is whether you consider it to be in plain view when it appears in the undergrowth

I would think not - but I'm interested in canvassing opinion.
