Dragon.
You get edicts to do what you would probably do anyways.
Your challenge helps your allies hit.
You get perception as a class skill.
You get stronger aid another (use with bodyguard)
At 8th level you can, once per combat, let all your allies move as an immediate action.
At 15th you can let all your allies do what is effectively a half charge without movement restrictions once per combat.
Since it references your threatened areas it's not so good for a luring cavalier or musketeer and it's weaker in a low melee group, but otherwise it's solid.

It depends on your concept. An order of the Shield/Dragon Honor Guard/Tactician is a Lock down specialist where an order of the Sword Gendarme is a mounted charger. For versatility and less focus on the mount the orders of the shield or the dragon are probably the best, but for a more focused mounted approach you would possibly prefer the order of the sword. Also with the order of the warrior you can make a tough samurai who can deal damage both mounted and dismounted.

Aid another can also be raised with the Benevolent armor enchantment and the Helpful trait. These is also great synergy with the Bodyguard feat and the Honor Guard archetype. All of these boosts probably make the order of the dragon the best choice, us long as you like this kind of play, which is uniquely effective.

It's also the only order that's remotely interesting to me, and it's probably the strongest one, mechanically.
I would make an argument for Star actually.
But really any of them work for good aligned cavaliers. There are no strictly evil orders and even cockactrice for all of its implied douchebaggery can translate just fine to a good aligned cavalier.
