So this is a potentially stupid question. But my friend gave me his ifrit boon no strings attached. How do I use it? Do i just put the Char name/number/my name on the thing? Do i recite a magic word? We have some strict GMS here so what do I do?
Also, The Ifrit I'm playing was raised by elfs and thinks she is one because her mother always told her she was. Now awhile back we had a player whose PC was a halfing but wore a goblin suit prtending to be a goblin. Quite a few didnt like that thinking he was breaking rules by pretending to be a goblin. Do you think a Delusional Ifrit who thinks she is an elf is bending the rules or not?

Just fill the information out at the top of the boon and keep it with your chronicle sheets. Then you're good.
As far as roleplaying that your ifrit was raised by elves and things she's one, I see no reason why you couldn't. You could even take the adopted trait and pick up an elf race trait. (Not racial trait like Keen Senses, but Race Trait like Forlorn or Warrior of Old.) Pick up elven as a language known, it's available to Ifrits, make Kyonin (or whatever elven place) your homeland, and run with it. Your RP isn't going to have mechanical effects so you can do it however you want, and there are some mechanics you can build into your character to fit that kind of background perfectly legally.

This is a brilliant idea, and is in no way a breach of the rules. It is essentially a perfectly mundane application of the disguise rules - though of course you could insist that you are a goblin regardless of how good or poor your disguise roll is.
Personally, I think the player deserves a cookie for a hilarious and fun idea. And the ones who didn't like it were pricks.

Maturing about 10x as fast as an Elf seems a bit much of a stretch to either believe you are an Elf,
much less have others also believe so and interact with you recognizing/affirming you are an Elf.
Technically, all the races should be identifiable as such just by appearance barring a disguise,
even Half-Elves are distinct from Humans as such, some Aasimar or Half-Orcs can take special traits to appear Human
but without those options they are identifiable as their actual race as such...
Ifrits are pretty distinct, with metallic/charcoal skin and flame-like hair, so I don't know if that's really plausible.
I guess you could play an insane delusional character who ignores the objective reactions of anybody who doesn't play along...?
There are non-Elven residents of Kyonin though, that can identify with Kyonin society, without being Elves per se.
(Humans, Half-Elves, and Gnomes mostly, but Ifrits are basically Human-Genie hybrids)
Having family background from Qadira/etc is totally plausible, the Kyonin humans all had to come from somewhere.
You can certainly speak Elven from your free INT bonus languages or a Linguistics rank,
and if your character's home region is Kyonin, you can take Kyonin regional traits,
with the Adopted Trait you can take Elf "Race Traits" (1/2 Feats),
as well as with the Racial Heritage Feat you can take Elf Racial Feats and Class Archetypes...
Possibly flavoring that as a minor Elf bloodline, akin to being a 1/2 Elf Ifrit, or not:
many such options aren't particularly tied to inherent racial abilities, but are more cultural.

Pretty much. She has regular hair but it looks like flames, her has no horns(The description says not all are born with horns) and has light red skin(She has a skin condition she always says)
She is also a pathological liar(+7 in bluff) She can also speak elven.

Pick the Adopted (Gnome) Trait, you still have crazy colorful hair, RP like some crazy Gnome, and just tell everyone you were exposed to some sort of Enlarge Person magic when you were young. And since the spell normally doesn't effect outsiders, nobody could "fix" you with Reduce Person.
Maybe go with Oracle, and make that your "curse"!
