Could I apply Minor Spell Expertise or it's Major form to spells out of a Wizard/Magus spellbook?

It must be a spell known for you. It doesn't matter if it is is your spellbook or not, so long as it is one of your spells known (though in 99% of cases, that's essentially the same thing).
