the curse itself does not mention any racial restrictions... so it should be fair game for any race. that said, its also not a great option unless you're just taking a 1-2 level dip (like, maybe of nature oracle just for the Cha to AC and a bite attack)- the 20% chance to fail at casting means you'll have to try to choose only spells with no verbal component, or take silent spell and cast important spells with the level/casting time adjustment...

Imagine the kind of looks people would have on their faces if they saw a Catfolk Oracle who has a Wolfscarred Face. That kind of person would be shunned by other Catfolk, not to mention by most other people as well. On the other hand, a Goblin with that Curse could be mistaken for someone with Barghest blood in their veins, and be as much revered by their fellows as they would be feared. Thanks for (unintenionally) giving me a few ideas, Emacleric! :D

Or just be a Dual-Cursed Oracle with Deaf as your primary (i.e. the one that progresses). Deaf silences all your spells for free, so you suffer no drawbacks from Wolfscarred, i.e. free bite attack, plus you get two bonus revelations (which can be the great Misfortune/Fortune ones.)
