Would it be legal to take all the cards for the locations used, mix them all up, then deal 9 cards to each location, then mix in the Villain and Henchmen cards?
This would mean a location may not have the correct number of certain types of card listed.
Example: The Academy has 4 spell cards. By mixing the cards the way I said above, there is a chance the location could only have 1 or 2 spell cards, or less. The missing spell cards would be in other locations, including places that may not normally have spell cards.

Randomizing things that way removes some of the flavor from the game as well. The Temple, for example, is supposed to be a (mostly) safe place where you're likely to gain a blessing—a good place to regroup if you've lost a bunch of cards—and the Nettlemaze is supposed to be a dangerous monster-filled spot—a place where you might have to prep before you visit.
There are also some mechanical elements that might get messed up a bit; for example, if there are no monsters in the Warrens, it'll be much easier to deal with than it oughta be. (And there are more locations in future chapters where their powers care about their deck contents.)

a random location huh, like instead of a card list you take say 3 of each type of card that can go into locations, shuffle them and then deal out 15 random cards to the location instead of having assigned card types... now that could be interesting. the location could be some weird chaotic vortex place so you never know what will be in there from game to game...
so many good ideas that can work with this game, I see a long play-life for me, I hope it is doing very well that they might consider a more robust release schedule next "season" instead of just a base set and one adventure path.
