Building a Better Pact Parchment?

Right, so... I just found out that all the work I've been doing for a campaign is more or less useless, as someone else wanted to GM a homebrew very badly.

So, I'm plotting on playing an Ifrit Wishcrafter. I'm once again trying to build a Blues Devil kind of fella... Only this time, I come prepared!

Pact Parchment, from Cheliax, Empire of Devils splat book. Now, that's great and all when it comes time to start manipulating people, but it doesn't exactly fit the 'wish fulfillment' vibe I'm going for. So, I'd like to design a custom magic item!

Normally this would be something one discusses with the GM... However, she, and the rest of the group, aren't that adept at creating new magic items that are well balanced. So, I'm asking the boards for advice on how to build a better pact parchment.

As is, all I've got is adding Wish to the requirements, bumping the price & aura, and giving it the added effect of a Wish spell that is immediately undone if the user breaks the pact. Any particular suggestions?

I mean, sure, this can be done by just using the pact parchment itself in conjunction with casting Limited/Wish, but I always liked the way Ursula did it xD.


Are you going to be trading the wish for anything? If so, you may need another spell added to the scroll that will force them to hold up their end of the bargain. Say bestow curse or something like that.

However, if you're just giving them a wish in contract form, then I think you seem to be on the right track. Although admittedly I'm not the most experienced with custom magic items.

I'm interested in seeing other people's opinions actually.


Basically, the wish would be in return for a 'service', or a specific item. I figured the Pact Parchment was a fine enough base model for that, given the mechanics.

Description

Written and signed in blood, a pact parchment ensures the utter and undeniable fulfillment of the actions stated within. Upon a pact parchment, you can inscribe a contract, defining a certain service or course of action by one or more creatures. If all listed creatures willingly (without magical influence, threats, and so on) sign this pact in blood, they are bound to fulfill this agreement. Henceforth everyone breaking the pact suffers a -4 penalty on attack rolls, saves, ability checks, and skill checks, until they either satisfy the pact's conditions (if still possible) or the parchment is destroyed.
