In the rulebook under Seelah's character it says the following on page 19

From this I think we can reasonably assume that the fellow tox played this wrong. ofcourse this is part of the flavor text in the rulebook , but I would be really surprised if putting boons on the bottom was optional.
And it should be put on the bottom of the location deck else the power would be very OP, "put it on the bottom of the deck."

Your interacting with the location deck and the power doesn't say character deck, so it would go under the location deck.
This also makes sense with the Paladin's idiom of not holding onto material wealth.
