do you apply the multiplier to creating barding before or after you apply the cost increase for using special materials?

Whatever is most beneficial to you. This question comes up again and again and there has never been an official ruling.

unfortunately this is a pfs based question so I think I might need something more concrete then that lol.

Well. The special materials cost gives you the cost of the suit of armor you want as a Medium size. And the size cost is a multiplier of the cost of that suit of medium armor. So I'm sorry to say it, but logically, you have to add Materials Cost before multiplying, I think.

Small armor doesn't cost any less despite weighing half as much, so why pay more for a different shape?

Because the rules say that barding costs more than regular armor.

Unfortunately the armor is for a medium creature now, thanks to boon companions Mr. Hoots is now a medium owlbear.

CRB p153 Armor for Unusual Creatures wrote:
Armor and shields for unusually big creatures, unusually little creatures, and nonhumanoid creatures (such as horses) have different costs and weights from those given on Table 6–6. Refer to the appropriate line on Table 6–8 and apply the multipliers to cost and weight for the armor type in question.

Not the final armor cost, just the armor *type* cost is multiplied.

Multiply the armor type's cost, then add modifiers such as masterwork and/or special materials.

Ah, good. I stand corrected. Multiplying the final armor cost would make me cringe.

Shadow Lodge

Well then, my owlbear is going to have some very cheap and very good armor for my next game ^-^.

Resurrecting just to link to the FAQ on it, as this came up first (all the costs but masterwork, then multiply, then masterwork (if needed) is the answer).
