Cryptic Enhance Tattoo Insight clarification

The Enhance Tattoo from the Cryptic Insight list states that the cryptic may tap a tattoo and have it function at a Manifester Level equal to her class level.
Does this mean that a tattoo may be augmented as if it were normally manifested as very few (if any) powers depend directly on Manifester Level?
If so, do the necessary power points for augmentation come from the Power Point pool? ( I assume so)
If not, what effect was this insight intending. As I said, very few, if any, powers depend on Manifester Level directly.

Yes - it's augmented up to the full manifester level. That's why there's a daily limit on its use.

However, durations can often depend on manifester level, so it's not like augmenting is the only perk.

Is it possible to use Enhance Tattoo on a psionic tattoo in conjunction with the Eternal Tattoo insight?
