Would this magic item allow early feat access?

Would the Phylactery of Positive channeling allow me to get the feat: Channeled Revival earlier than normal.

Say I as a 7th level life oracle with channel positive energy at 4d6 but with the Phylactery it would be 6d6

Price 11,000 gp; Aura moderate necromancy; CL 10th; Weight —
This item allows channelers of positive energy to increase the amount of damage dealt to undead creatures by +2d6. This also increases the amount of damage healed by living creatures.

Channeled Revival
You can expend a large portion of your channeling power to reverse death itself.
Prerequisite: Channel energy 6d6 (positive energy).
Benefit: As a full-round action that provokes attacks of opportunity, you can expend three uses of your channel energy class feature to restore a dead creature to life as if you had cast the breath of life spell (Core Rulebook 251).


I believe it woukd allow you to take the feat.

I agree with Mojorat, but I do worry about a character investing nearly 50% of their wealth (23,500 at 7th level) in a single item.


This came up recently in another thread. I would probably allow it; by RAW, I'm not certain if it would work or not. The question seems to be whether the bonus dice to channel are considered 'temporary' or 'permanent'; it likely only counts for feat prerequisites if the bonus is considered 'permanent'.
