Does the free pdf come with the map pack tou would get from buying just the pdf

Dou you mean the 'Interactive maps# that are part of each AP volume? If so, yes (The free pdf is in every way identical to the paid pdf). If the Map Pack for the AP (usually poster maps of important places of the AP) is what you mean, the no, that would be part of the Campaign Setting line and subscription.
